Land consolidation of Brislach

Implementing GameEngines for interactive visualization of scenarios in a public participation process

Description

The rural municipality of Brislach is situated in the valley of the river Lüssel, approximately 370 m above sea level, about 20 km south-west of the city of Basel. The land consolidation in Brislach is the recent one in the district Laufental. It comprises primarily the enhancement of agricultural production by allocation of land properties and voluntary leasehold consolidation. This is followed by an official topographical survey and revision of rights, enhancement of existing road and path networks, regulation of the water system as well as ecological networks and their enhancement.

Key questions of stakeholder groups are what the value of ecological objects is and how the future landscape mosaic could look like if different priorities are set with regard to economic efficiency, ecological quality and social requirements that should be fulfilled by the landscape. For addressing these questions and for enhancing the dialogue it is aimed for public participation from the outset on. In the land consolidation of the municipality of Blauen the implementation of 3D visualizations has proved as helpful communication instrument.

The initial phase of the participatory process in Brislach should be facilitated by visualizations of realistic development possibilities of Brislach’s landscape. Realistic scenarios are developed by the land consolidation commission in collaboration with the Agricultural Center Ebenrain of the Canton Basel-Landschaft. Local and expert knowledge will be integrated into these scenarios by preparing them as GIS-based, realistic 3D visualizations using GameEngines to support stakeholders in developing their opinion. The enhanced visualizations of the scenarios are then presented to the public. In a subsequent workshop the public analyses and evaluates the scenarios. In addition, the concrete added value of using static views compared to interactive visualizations with free choice of views is researched with empirical methods. The results serve for enhancing guidelines for the implementation of 3D visualizations in practice.
